Content management systems can help you consolidate content within one standard look and feel. But they are not essential to achieve that goal. In 2002, one U.S. federal government body, the Environmental Protection Agency (EPA) reduced the number of public-facing pages it publishes from 900,000 to 420,000 by insisting, when it converted to a standardized template, that internal departments needed to analyze current pages for continued relevance and accuracy. Page owners must also take official responsibility for maintaining content quality, which is regularly audited. Pages themselves are published out via ColdFusion scripts and a collection of Lotus Domino servers. Nothing big there. The really hard work was around building a governance model and establishing standards, including publishing rules....
