Changing our comments policy

Several of you have complained that you didn't like having to register with our hosted comments service ("IntenseDebate"), so we removed that as a requirement.

Our goal was to avoid anonymous comments, which we prohibit. So instead, we are simply requiring that each poster must indicate their name and affiliation at the end of their comment.
